The Research, Accreditation, and Publication Center
The Research, Accreditation, and Publication Center is at the core of research development in the PCCR. Thus its tasks revolve around the implementation of research policies and the coordination and management of research and publication activities within the institution.
The RAP Vision
The PCCR Research, Accreditation, and Publication Department (RAP) aims to be a globally recognized institution of excellence in the fields of Criminal Justice, Law Enforcement, Forensics, Cyber Criminology, and Security Studies.
As part of its journey toward universityhood, RAP is committed to advancing multidisciplinary research, integrating innovation and disruption in education, and fostering a proactive culture of research among all stakeholders.
The RAP Mission
To realize its vision, the PCCR RAP shall:
- Employ innovative technology in research and integrate it into the Institution’s research policies, practices, and processes.
- Advance the quality of Criminological, Law Enforcement, Forensics, Cyber Criminology, and Industrial Security research through grants, presentations, and publications at both national and international levels.
- Ensure research impact by promoting utilization that influences policy implementation and institutional development for the common good.
- Lead the exploration of contemporary issues, challenges, and developments in criminal justice, law enforcement, forensics, cyber criminology, industrial security, disaster-risk management, prison management, and green criminology.
- Encourage multidisciplinary research through increased presentations and publications across cross-functional disciplines, supporting the Institution’s objective of achieving universityhood.
The RAP Strategic Goals
The Research, Accreditation, and Publication Center shall pursue the following strategic goals:
- Lead the College in knowledge generation, capture, analysis, enhancement, application, and diffusion within the National Capital Region;
- Address current human and societal concerns through relevant research collaboration between the College and its stakeholders;
- Develop a research infrastructure in the College that fosters a culture of research;
- Empower the faculty, non-academic employees, and students in research through capacity-building activities;
- Demonstrate the research capacity of the PCCR through its participation in and or/hosting of national and international research conferences; and
- Establish the position of PCCR as a leading research college through the publication of an accredited journal of research.

Through Relevance, Accountability, and Progressiveness (RAP), PCCR remains dedicated to producing high-quality research, policy recommendations, and academic advancements that shape the future of criminology and public service.
The RAP Research Agenda
As PCCR works toward becoming a globally recognized center for research excellence in criminal justice education, RAP implements a Five-Year Research Agenda (2024–2029), guided by:
- Pathways to Equity, Relevance, and Advancement in Research, Innovation, and Extension in the Philippines (CHED Memo Order 052-16)
- Harmonized National Research and Development Agenda (2022–2028)
- Philippine Institute of Development Studies – Research Agenda (2020–2025)
- National Legal Education Research Agenda (2021–2026)
- United Nations Office on Drugs and Crime – Research on Drugs and Crime
In this context, research culture, practices, and processes in PCCR shall adhere to the following PRINCIPLES:
- PRINCIPLE OF QUALITY – All research shall meet high institutional standards, ensuring that policies and procedures align with the Institution’s commitment to excellence.
- PRINCIPLE OF ETHICS – Research shall uphold professional integrity, data privacy, and ethical research practices at all times.
- PRINCIPLE OF INTEGRATION – RAP shall embed research into the curriculum, ensuring that technological innovation is incorporated into policies, programs, and activities.
- PRINCIPLE OF COLLABORATION – RAP shall foster both internal and external partnerships, embedding research culture across departments and engaging in collaborative research with national and global institutions.
- PRINCIPLE OF DIFFUSION – Research findings shall be disseminated to relevant agencies and institutions, ensuring that studies drive policy changes and institutional improvements.
- PRINCIPLE OF INCLUSIVITY AND DIVERSITY – RAP shall uphold academic freedom and protect researchers from discrimination, intimidation, or harassment, ensuring that research remains accessible to all, regardless of gender, religion, race, or political beliefs.
- PRINCIPLE OF SOCIAL RELEVANCE – RAP shall prioritize studies that promote social transformation, environmental protection, and educational innovation, collaborating with government, non-government, and private organizations for the greater good.
